Srinagar, May 28 (KNO): The Health and Medical Education (H&ME) Department announced on Wednesday that all medico-legal reports and post-mortem reports will now be processed and issued through the MedLeaPR portal. According to an official order issued by the department—copy available with the news agency—Kashmir News Observer (KNO), Dr Arsalan Rashid has been appointed as the nodal officer for the Jammu division, while Dr Azia Manzoor has been designated as the nodal officer for the Kashmir division. "Medico-Legal Reports (MLRs) and Post-mortem Reports (PMRs) play a crucial role in criminal prosecutions. Currently, these reports are primarily handwritten by doctors, which can lead to issues of illegibility and disputes over authenticity during court trials. To address this, a technical solution has been developed in the form of the MedLeaPR system, whereby such reports are issued via an online portal," the order states. Further, the order references Government Order No. 22-JK (HME) of 2025, dated January 10, 2025, which confirms that the Medico-Legal Manual prepared by an inter-departmental committee, including members from the Departments of Health, Law, and Home (Police, Prosecution, and Forensic), has been notified. The order states that, in addition to current modes, all reports will now be issued through the JK MedLeaPR Portal. "A dedicated portal has been created for this purpose, which, after security clearance, has gone live at [https://medleapr.jk.gov.in](https://medleapr.jk.gov.in). Medical practitioners responsible for submitting MLRs and PMRs are already registered on the portal. Additionally, 160 master trainers have been trained across various medical institutes and districts. Each institute and district has designated a MedLeaPR Nodal Officer, with Dr Azia Manzoor Bhat, Assistant Professor in the Department of Forensic Medicine and Toxicology at Government Medical College, Anantnag, appointed as the overall in-charge and single point of contact. This appointment is supported by Government Orders No. 390-JK(HME) of 2024, dated June 20, 2024, and No. 450-JK(HME) of 2024, dated July 8, 2024," the order adds. "It is now ordered that all Medico-Legal and Post-mortem reports shall be processed and issued exclusively through the MedLeaPR portal hosted at the State Data Centre, J&K. In exceptional and urgent cases where technical issues prevent online reporting (reasons to be recorded in writing on the report), reports may be issued offline. However, such reports must be registered online on the portal retroactively as soon as possible." Both Nodal Officers will coordinate with relevant stakeholders, including doctors, to facilitate the seamless use of the platform. They will monitor and evaluate the progress within their divisions, address operational issues faced by doctors, support the trained master trainers, ensure all reports are entered online, and upload offline reports retrospectively. According to the order, Dr Arsalan Rashid and Dr Aiza Manzoor will also provide regular updates and feedback to the Central Coordination Team to support data-driven improvements and policy decisions.
